Civitas Networks for Health (Civitas) is a nonprofit mission- and member-driven organization dedicated to using health information exchange, health data, and multi-stakeholder, cross-sector approaches to improve health. Civitas is a national nonprofit collaborative comprised of member organizations working to use health information exchange (HIE), health data, and multi-stakeholder, cross-sector approaches to improve health. Civitas was previously known as the Network for Regional Healthcare Improvement and the Strategic Health Information Exchange Collaborative. Today it represents more than 165 member organizations and business partners working to improve health outcomes across the U.S. Working with health care, community, and public health innovators, Civitas facilitates the exchange of valuable resources, tools, and ideas—and offers a national perspective on upcoming standards and regulations, emerging technologies, and best practices. Convening, coalition building, creating shared learning, disseminating best practices, tools, and resources while also deeply understanding the importance of multi-stakeholder cross-sector collaboration are core capabilities. With sophisticated systems, tools, and processes, Civitas seamlessly creates bi-directional channels for communication. Civitas member types: HIEs serve as unbiased data trustees in communities, managing and providing secure digital exchange of data by medical, behavioral, and social service providers. HIEs support patient care by improving the usefulness and integrity of data through normalization and patient matching. RHICs are geographically focused nonprofit organizations governed by a minimum of four key health care stakeholders: patients, payers, purchasers, and providers. Many RHICs have access to all/multi-payer claims databases and combine claims data to measure and analyze the quality and cost of health care in their communities. RHICs help stakeholders identify opportunities for improving health and health care, facilitating planning and implementation of strategies. Civitas’ mission is to increase collaboration and shared learning within and across communities that use data to ensure better health outcomes and drive health equity; provide thought leadership and technical expertise on community, regional, and statewide health information exchange, in addition to health and quality improvement activities; educate public and private entities about the benefits and roles of HIEs, APCDs, RHICs, and combined organizations; and promote business conditions, tools, and legislation to improve the effectiveness and sustainability of our member organizations.
