Jane Lucas is a partner in Alston & Bird’s Health Care and Legislative & Public Policy Groups. Before joining the firm, Jane was a White House special assistant to the President for legislative affairs where she spearheaded legislative strategy on domestic policy and solved complex problems through her detailed understanding of the legislative process and strong, bipartisan relationships with members and staff. She also served as deputy associate counsel in the Office of White House Counsel, overseeing the legal framework for regulations issued by the Department of Health and Human Services and other agencies.
Before her time at the White House, Jane served as a senior advisor to the Secretary of Health and Human Services where she coordinated efforts to eliminate overly burdensome and unnecessary regulations, which resulted in the creation of the Office of Burden Reduction and Health Informatics within the Centers for Medicare & Medicaid Services.
Jane also spent 10 years in the Senate working for Republican Whip John Thune, most recently as his legislative director, where she strategized and advised on all matters before the Senate with a special emphasis on health care. She now uses those negotiation and tactical skills to help clients achieve success on Capitol Hill.
Jane lives on Capitol Hill with her husband and three young daughters.
